Guantánamo Bay
39 of those held within, or as a result of, the CIA's rendition, detention and interrogation (RDI) programme were ultimately transferred into US military control and rendered to Guantánamo Bay, generally via detention at Bagram Airbase in Afghanistan. Once in Guantánamo, prisoners have been held outside of the law for years on end, sometimes even after the US military itself has recommended their release. Indeed, of the 39 prisoners transferred to Guantánamo from the CIA programme, 29 remain detained on the island. These include 16 of the CIA's "High-Value Detainees" (HVDs).
